Нужен ли раздел ООС в ПЛАС/ПЛВА/тех.регламенте? (АРХИВ)

Хотелось бы задать следующие вопрос: в каком нормативном документе прописаны требования по тому, что бы в ПЛАС/ПЛВА/тех.регламенте в обязательном порядке был разработан раздел ООС?
